An incomplet (of the tripod removeable stand and the objective cap) Dollond portable and achromatic telescope, circa 1770-1790.
However, the otpics is complete with the four-lenses eyepiece and the thick achromatic objective. It has a quadruple power eyepiece (marked 1-4) and give clear images.
It measures 11,8 closed and 16 cm opened at the line of the fourth lens.
See the last image showing a complete example of similar portable telescope by Dollond (also available for sale).
Even incomplet, an interesting optical instrument.
