An Fleaglass, insect magnifier or insectoscope. I will date it as end 18th Century and is made of lignum vitae wood. As you can see on one of the pictures, there are two old cracks in the Cylinder glass. Wood is in rather good condition with some cracks. Measurements 8 cm high and a diameter of 6,5 cm.
